Administration

Since the City's purchase of the system in 1982, the Utility has been under
the direction of 27 different Directors and only 4 different managers.
They have provided the stable leadership and prudent fiscal management
necessary for the Water and Wastewaters' successful transition from a small
water system to a regional drinking water utility.

Organization 

The City Corporation Board of Directors is an appointed commission of the city of Russellville, Arkansas, which constitutes five members. City Corporation was established as authorized by Arkansas statute in 1985 to operate, maintain, and improve the Russellville municipal waterworks and wastewater system. City Corporation also operates and manages the ConAgra Pre Treatment Plant. The Corporation functions as a City owned utility and is totally supported by the charges assessed users of the systems. The corporation employs staff for the water, wastewater, and ConAgra plant operations. The maintenance, engineering, administration and support staff serves all three. City Corporation presently employs over 50 people within the company.














Thomas Craig Noble
General Manager

Craig Noble has served as General Manager of the largest public water and wastewater systems in this area since 2004. The water system serves Russellville and the surrounding area with a population of approximately 55,000 while the wastewater system primarily serves the City of Russellville.
